E-invoicing
Structured electronic invoices for B2B sales, country by country.

Shops that sell to business customers need to produce EN 16931 invoices, in Germany as XRechnung or ZUGFeRD, and increasingly to deliver them over the Peppol network. Consumer-only shops are unaffected. The order-printer apps that dominate the invoicing category produce PDFs, not structured invoices.

- Who it binds
- German businesses must be able to receive structured e-invoices since 1 January 2025 and must issue them for domestic B2B sales from 1 January 2027 (turnover above €800,000) or 1 January 2028 (all). Under ViDA, cross-border B2B invoices inside the EU must be electronic from 1 July 2030. Other countries run their own mandates on their own dates.
- Who is exempt
- B2C sales. Small-value invoices under €250 in Germany. Businesses under the Kleinunternehmer regime are exempt from issuing but not from receiving.
- Penalty
- An invoice that does not meet the format requirement is not a valid invoice, so the buyer loses input-VAT deduction, which is the real enforcement mechanism.
